Development of Cloud-Based Telemedicine and eHealth Platform

Background: The universal demand for telemedicine and eHealth services is explained by the need of general public, healthcare professionals and healthcare providers (hospitals, clinics, medical centers) for improved access to specialized consultative medical services, and the need for ability to communicate with the specialists remotely using electronic means and secure digital health-related information sharing tools. Factors driving wider adoption of telemedicine and eHealth services include: increasing shortage of specialists especially in rural and underserved areas; rising demand for quality care; rising healthcare costs; growing life expectancy and as a result proportion of the elderly and prevalence of chronic medical conditions. The most important market need is the public’s expectations for universal access to quality care. A survey performed by AATM as part of the pilot telemedicine project in 2010 showed that 81% of the general population considers telemedicine and eHealth services to be an essential part of modern healthcare delivery. Telemedicine services are also highly demanded by physicians, hospitals, clinics and other healthcare providers. A study of physicians using this technology identified that 1) 71 percent agreed that remote presence sessions accelerated hospital discharge, 2) 95 percent agreed that it saved physician time, 3) 97 percent agreed that they learned more about their patients, 4) 95 percent agreed that it advanced care, and 5) “off-hours” robotic visits were three times more efficient than in-person visits.

Project Goal: To develop, market and operate a cloud-based platform for delivering telemedicine and eHealth services to local and international healthcare institutions, individual healthcare practitioners and general population (individual citizens). The platform is a time- and resource-sparing solution for provision of medical consultative services; it will bring value to all parties using it, and in return it will generate revenue based on monthly service fees. 

Platform Description: The Cloud-Based Telemedicine and eHealth Platform is a web-based application running on cloud servers (Software as a Service - SaaS). Through online enrollment healthcare institutions, individual physicians and patients will be able to communicate via videoconferencing, and will be able to schedule online meetings and offline electronic communication, securely exchange files (electronic health records, images), and input data from telemedicine devices. Being based on cloud technology, the platform is scalable, it doesn’t require servers or other equipment installed on local premises, doesn’t require CapEx, and doesn’t require special training. It has the potential to penetrate not only local, but also the global market (the web-interface on both ends can be easily localized for any language).

Key technical features of the Platform: 

  • Internet platform working on cloud servers (“Software as a Service” format);
  • Web-based interface allowing authentication and separate secure registration and login for “institutions”, “practitioners” and “patients”;
  • Mobile interface for easy and intuitive access from smartphones and other personal digital devices (can be developed at an initial stage, or added later after the launch of the main);
  • Context-specific scheduling of the consults (“request” / “scheduling” / “response”);
  • Videoconferencing plugin for real-time face-to-face consultation;
  • Messaging and chat functions for asynchronous consultations;
  • Upload of secure structured patient’s health-related information (Personal Health Record), “patient”-controlled accessibility of the PHR to practitioners and institutions;
  • Upload of medical images (radiology, pathology, ), lab results from compatible platforms;
  • Connectivity to peripheral devices (vital signs, BP, pulse-oxymeter, glucose, spirometer, ECG, digital exam cameras), and automatic (including real-time) wireless upload of data to the PHR;
  • Ability to compile all patient-related, patient-uploaded, and encounter-generated information into a single standardized and portable Electronic Health Record;
  • Compatibility with current industry standards, interoperability, data encryption, authentication.
